Loan Shark throws the player into the morally ambiguous and merciless world of extreme predatory lending, where the game is a careful and nerve-racking balancing of exploiting the finances with no mercy and, at the same time, managing the volatile aftermath of your actions. As a new lender in a lively city sandbox, you have to wisely look for the needy clients—from the breaking down small business owners to the families lacking money—then, by a combination of investigation and intimidation, check their risk profile and offer them loans at scorching interest rates with harsh terms.

The main game loop is a mixture of constant pressure and threat that is well calculated: You may send debt collectors to harass the target group, forcibly “negotiate” which can lead to both, a scuffle with no gloves or taking over a property, and you may also do money laundering through front businesses with the money you made but you should not be over the police radar or rival gangs that want to take your place on the market. Your choices have deep and serious consequences; for instance, if you press a debtor too much, he may commit suicide or become a victim of a fire that will attract authorities’ attention, on the other hand, letting off the hook might convince others to take the same path, so eventually you will be trapped in a network of systemic cruelty in which you will be both the designer and one more victim of a harsh economy.

The karma system that keeps track of your fame and the city that changes according to your reputation make Loan Shark a somber, narrative-heavy simulation of power and suffering where every dollar that you gain is drenched with a story of destruction.
